Zoom has reported that users in China are unable to visit the Zoom website (zoom.us) or start or join meetings and webinars. The vendor is investigating. They have determined that the cause is an inability to connect to the local China DNS (domain name system). Zoom advises customers in China to email Zoom support for assistance. Zoom is provided free of charge for current faculty, staff, students, and affiliates at all Cornell campuses. You automatically have a Cornell Zoom account. Just install the software and you'll be ready to go.
Attendees of Zoom meetings do not need to be affiliated with Cornell.

Meetings vs. Webinars
A meeting is a Zoom event where one person is the host and all other participants have equal footing. The host can share hosting responsibilities with other participants. Any participant can share their screen. A basic meeting can have up to 300 participants, and a Large Meeting option for up to 500 participants is available.

A webinar is a more controlled environment. While there is no minimum size for a webinar, more people can attend (up to 1,000 under special circumstances). You can designate up to 25 video presenters. The rest of the participants can join in live polling, Q&A, etc.
Licenses
The first time they log in to the Zoom website, all faculty, staff, students, and affiliates will be provisioned with licenses that allow them to conduct meetings with up to 300 participants. Video is available. Audio is limited to 'join by computer' and calling a toll (long-distance) number. A variety of license upgrades are available.
